Maximum square footage?

So the rumors are saying that the government is going to start limiting the space used per license.
I have a friend, who says his friend just got his license, and he told my friend that it says maximum 25sq/ft for his 25 plants.

Has anyone come across this before???

I can believe that they would adopt changes to plant count only, not the chosen placement and spacing. I know the government uses absurd acts and measures to bear down on undesireables, but even when enacted they are used as plan b's to make a point.
